About

Legislative Bond Initiatives (LBI), formerly referred to as bond bills, are bond authorization requests filed by members of the Maryland General Assembly (MGA) to support specific local or non-State-owned capital projects. These projects include various cultural, historic, health, educational, and economic development projects not funded by other State capital grant and loan projects.

LBI Application Deadline

Applications must be submitted by Monday, November 18, 2024 at 5:00 PM.

LBI Application Process

Step 1: Review the guidelines and eligibility requirements via this link.

Step 2: Download the application via this link.

Step 3: If you are a new applicant, obtain a letter of support from the local community association for which the property is located. A list of community association contacts can be found on the Baltimore City Department of Planning website through this link.

Step 4: Submit your LBI application, letter of support (If new applicant), and supporting documents (e.g. PowerPoint presentation) through this link by Monday, November 18, 2024 at 5:00 PM.

Step 5: Present your project to the 40th District Delegation, stakeholders, and community members on Monday, November 25, 2024 at 5:30 PM at the 40th District’s 2025 Legislative Bond Initiative Presentations.
